To the Development and Reform Commissions and Energy Bureaus of all provinces, autonomous regions, municipalities directly under the central government, and the Xinjiang Production and Construction Corps; to the Beijing Municipal Commission of City Management; to all branch institutions of the National Energy Administration; and to relevant central enterprises:
To promote the high-quality development of new‑type energy storage, the National Development and Reform Commission and the National Energy Administration have formulated the “Special Action Plan for the Large‑Scale Development of New‑Type Energy Storage (2025–2027).” This plan is hereby issued; please implement it conscientiously in light of your specific circumstances.
